Open to all Soldiers, Families, Retirees and Army Civilians, Arts & Crafts center offer studio space for ceramics, scrapbooking, matting and framing, and pottery. Activities exist for people of all skill levels, and friendly, knowledgeable staff are ready to help bring your creative ideas to life. The Arts & Crafts Center offers modern equipment, supplies for purchase and monthly classes in a variety of subjects.

The Automotive Skills Center and it's programs are accessible to everyone, regardless of skill level or training. Family and MWR’s Automotive Skills Program offers a modern working environment complete with individual work bays, state-of-the-art mechanical tools and a team of qualified and trained staff ready to help. Pay nominal fees to rent work bays, tools and machinery and diagnostic equipment.
- Parts Yard

Come to the Auto Parts Yard for used parts on sale, to include winter tires, snow chains, first aid kits, winter triangles, windshields, fenders, radios, and more. Patrons can also get a great deal on a used car at the yard! Vehicles can be purchased "Cash & Carry" or by putting in a sealed bid. A valid USAREUR driver's license and a U.S. ID card are required to purchase vehicles and the automobile must be registered within the USAREUR system prior to removal from the lot.

The Value-Added Tax (VAT) Office in Baumholder is all about saving Soldiers and authorized military personnel money! Department of Defense personnel stationed in Europe may be eligible to use the U.S. Forces Tax-Relief Program to avoid paying this tax for their personal purchases. In other words, you may be able to have the sticker price reduced by extracting the 19% or 7% VAT when making qualifying purchases through a U.S. Forces VAT Office!

The Utility Tax Avoidance Program (UTAP) is designed for service members assigned to Europe, or U.S. civilians working for the U.S. Forces and some contractors, provided they are under the Tessa Agreement. To be eligible for UTAP individuals must receive their utilities from a provider that has a contractual agreement with the Tax Relief Office (TRO). The UTAP program is designed for service members assigned to Europe, or U.S. civilians working for the U.S. Forces (and some contractors), provided they are under the Tessa Agreement.
